It's a shortcoming of English language. In Italian in example, we have different words for love depending on the intensity and object of said love.

Skull, most commonly in italian you would say "ti voglio bene", while if you say "ti amo" it's a much bigger deal that you would only say to your valentine..or little girls say it to their dads. But in general amore in italian can have a wide mening like love in english, however expressing it in the form of I love you(ti amo)has a strong connotation of relationship.
Japanese is even worse, if you say aishiteru the girl might get a heartattack from it.
