It is actually true.
Even with the chemical additives, if a candle were to burn half as bright, it would still burn twice as long as a candle that burned twice as bright, in the same scenario, using the same materials.
That aside, the phrase is actually a metaphor for being overworked, using a candle as a point of reference, in not burning yourself out, faster than need be.
But the metaphor doesn't say that it's talking about 2 identical candles.
In fact it would be impossible to make 2 candles identical.
