I've seen someone mention 7mp/tick refresh, what gear would be used for that beside body wivre hairpin and owleyes?

stearc subligar, serpentes hands/feet not sure about 7 but thats 6

Wivre hairpin also, would give you 7

Hey let me ask another nuking question in general.

For right now other than Twilight which is the best Nuking cape for Rdm. I am still using Prism and the only other thing I can think of to upgrade to would be Hecates..am I forgetting something?

Eloquance cape +1 or something is a better int/mnd cape now
