It's an interesting point of view. Not everyone likes their government or police systems, but every society I'm aware of has deemed them necessary. I'd say they fit into the good category while acknowledging the potential to abuse power. If we abolished those institutions, I don't think the good people just sit back and watch the bad ones do their worst, though. Very oversimplified, of course.
