They made it a job specifically for a unique solo-content experience that's going to have it's cap at level 50 upon release with the intent of getting more level cap increases as the expansion goes through it's course. It can't participate in the "normal" content in the game without some stupidly strict restrictions in it.
I'm somewhat not surprised but am still horribly disappointed regardless.
