Kamen Rider City Wars is pretty fun. Such an odd combination of city building, turn-based tactics, and screen-tapping fighter.
Can't figure out what this building does though.  What does your Lv do to whose HP!? (y'A')y Edit: It's a decoy building used to lure enemies in during city battles.
