A user pointed out that we already have mods that allow us to create vaults etc and she responds with
"Modders are limited to what Fallout 4 current allows. Bethesda can add more / newer functionality with a DLC however."
Seriously? Did you look into this any more than NONE?
Why not? Look at Skyrim and how the DLCs (Hearthfire, Dragonborn and Dawnguard) affect what people can do when making mods. Certain mods require certain DLCs.

quite. Those DLCs may have provided a groundwork for modders to do things more easily, and in some cases if a mod uses a resource from a DLC then that mod requires that DLC to be used. It does NOT mean that the mod could not have been created without the DLC existing.
Home mods existed before Heathfire was created. Entire questlines in areas external to the base game existed before Dragonborn etc.
She tries to imply, not even imply she flat out says it is impossible for a "create a vault" mod to exist without Bethesda releasing a DLC for it first. This is untrue, and another user even posted a link to one that already exists.
The same is true for the Arena DLC, which already existed in mod form before Bethesda released it.
