That or spam Behests/all city leves. Took GLA to 25 in roughly two weeks or so only playing at night thanks to a couple friends.
::EDIT:: Enmity is freaking wonky in XIV. I hold better hate with a cure than I do with provoke...wwwwwwwwwwwwhyyyyyyyyyy. I play 14 but i suck at it keyboard layout is weird!

Behests are held at camps, every half hour. Each camp has a recommended rank for each one, but you can still join. You'll see a Battlewarden pop up and ask for recruits when its active.
