Depends how much total Chr you have, and how much Chr your target has.
Macc is the safer route, Chr has the potential to get you less resists, but I find it flakey as it's dependent on the mobs chr.
For a primary debuff build, try to aim for 500 skill and 100 chr. You can make it so that you use more chr, and you should count every Macc as skill. no really,
33+ singing 34+ wind ya, I know not all thing are easy or cheap, but you can break 500 without merits, also can change some gear with CHR this set is best for buffs :3 Song belt is when your /brd ya know.
Additionally, it has been calculated that each point of skill is approximately .9 m. acc.
