BLU is indeed good at it. Sacrarium has two DC-EMish Taurus before you get to the maze. Here's how to find them.
You come in, you make the left turn, you reach an intersection. One always pops in the same place. If you go straight, he'll be to the left at the next intersection.
The other shares two pops. One will be just past that first intersection. The other you'll have to take a right at the first intersection, then head left at the next one. He'll be down by the right turn, either just beyond it or looking up the stairs at you.
The fight? Turn your back, shadows up, Cocoon, go crazy and kill them with spells. If you're feeling brave, you can melee them, but you may find yourself doomed. I just back tanked them to learn Frightful Roar.
As for Phomiuna, I don't remember it nearly as vividly as Sacrarium. I thought those were all VT/ITish? Maybe I'm wrong. Same killing strategy will probably work if they're DC to low T; turn your back and cast like hell.
DRG/mage owns the ones in Sacrarium (never tried Phomiuna). Just don't Penta Thrust when it's about to go below 25%, I died to Mortal Ray once when farming my Codexes because I couldn't face away in time. THF is the way to go though, regardless of the camp.

If you turn while you hit your WS macro, (lock-on has to be off) then you can WS w/ your back turned.

Yeah Blu FTW I soloed these myself trying to get Frightful Roar. I had got a codex also in the process
Do not farm the codex in Sacarium. BST/WHM in PA is by far the best place to get a hold of them. If you don't have BST to 40, my suggestion would be to get BST to 40 or even 50 to duo Swift Belt NM w/ Familiar'ed Eyes :)
With FOV and no exp loss from pets, it's very easy to level BST these days. Even without chains, you can run certain zones by killing EP's constantly for probably 6/7k/hour solo, plus FOV pages.
If you're HUME or have a friend that will farm hate for you that's HUME, Bailor is a joke w/ 2 BST's. I've had a time where we used Sic on him and both of our eyes cast Burst and dropped him to about 50%. It was good times.
Really what job can't solo them? I've done it on thf blm rdm and blu all fairly easily. Though blu/nin is by far the fastest and easiest. Thf/nin probably fastest for getting drops though
