I'll keep it simple.

Tags are keywords that describe an image or something from the image and can be used to find other images with the same tags. Tags are not cute little captions that make you 'lol'. Stop being HELP I AM TRAPPED IN 2006 PLEASE SEND A TIME MACHINE and using the tags section for captions. Thanks.

There should just be a drop box or set of check boxes with set tags that you choose instead of typing your own tag.
