I assume no, simply because it's not a listed combat skill. I use it for parrying or shield skill, and it includes regular evasion but since magic evasion isn't a stat we have displayed then I assume it's no.

Yes I'm pretty sure it does not include magic evasion.
FFXIClopedia kinda confirms that in saying "Combat Skills is only inclusive of physical combat skills."

But I would agree it probably does not include m.eva.

Correct, magic evasion is not a skill so this does not affect magic evasion.
