I am wondering are there other requirements for fishing almanac to unlock 110 not listed here?

Everywhere seems to indicate that you need to be 98+ then Fennella will offer the key item to catch the sharks.

I have 98.7 fishing skill and she isn't selling the almanac.

She doesn't even talk about an uncap item when I talk to her..

Perhaps there are additional requirements that are not talked about?

You have to actually be in the guild, that's the only extra thing that comes to mind.

Maybe you changed guilds or never started and forgot, you need the points anyway.

Have you spoken to Thubu Parohren yet? Try that and see if it unlocks the key item for purchase from Fennella.

I didn't have to do that before when I went from 88-100 cap, and before that was 14 years ago, so I also had no idea that it was even a thing.

It's not something that's listed anywhere because it's not really a quest. Talking to the guild master is what will 'flag' the rank up and allow the guild union rep to start selling you the key item.

I mean...I'll grant you there's no in-game notification but there's also no in-game notification when you're eligible for the Savage Blade quest so I guess...that's FFXI? Maybe this was your point, that FFXI doesn't tell you things, but that's a strange way to say it.

There wasn't BG wiki when the skill caps were raised from 100 to 110? IDK, maybe...but there definitely was ffxiclopedia and um...you have to have done rank up tests 9 times before that to get up to 98 fishing.

The guy just forgot who the guild master was and/or that you have to talk to the guild master to begin your rank-up test. This isn't a failing of any resource, in-game or online, to tell people how to begin or pass their guild test. It's fine to forget things, especially after being away from the game (or crafting) for years; that doesn't make the game or online resources any worse though, IMO.

So like, the problem being you know that you need to do "this" because you saw it on a wiki.

But didn't understand anything about it.

You shouldn't even know that the KI exists, you hit 10/20/30/40/50/100, you get capped and then you ask the guildmaster if it's possible to rank up again. This is the process, this is how it works at the most basic level. Something gets lost when you immediately look it up before the basics. That's not an XI specific thing.

It's like for the very first sandorian misson, you go get an Orcish Axe. If you try to give it to the Gate Guard before you are supposed to even know what it is, they berate you.

In theory, you're supposed to talk to the guildmaster to find out what your rank up item is before you make it and trade it to them. In reality, thanks to the wikis, you look up what you need to make/buy and you trade it to them without ever needing to confirm the item from the guildmaster.

This is an end-user problem, not a problem with the game. And if there is missing information on the wiki, well now you're going to discover the beauty of wikis: you can add the missing information in yourself (presuming there are no pieces of ***with admin powers who will delete things because their little feefees are hurt, which seemingly isnt an issue anymore).
