There's no notification in game when you reach the required level. There was also no BGwiki 14 years ago to hold your hand and lead you to glory.
I mean...I'll grant you there's no in-game notification but there's also no in-game notification when you're eligible for the Savage Blade quest so I guess...that's FFXI? Maybe this was your point, that FFXI doesn't tell you things, but that's a strange way to say it.
There wasn't BG wiki when the skill caps were raised from 100 to 110? IDK, maybe...but there definitely was
ffxiclopedia and um...you have to have done rank up tests 9 times before that to get up to 98 fishing.
The guy just forgot who the guild master was and/or that you have to talk to the guild master to begin your rank-up test. This isn't a failing of any resource, in-game or online, to tell people how to begin or pass their guild test. It's fine to forget things, especially after being away from the game (or crafting) for years; that doesn't make the game or online resources any worse though, IMO.
