Grimoire casting time reduction (GCTR) measurements are consistently visible on the wire even with server processing delay and sporadic network jitter. (Source: In a former life, I was VLSI designer for Ethernet PHYs on Dell network cards and motherboards).
TL;DR: Either of head and feet reduce casting time for White spells not natively learned by SCH.
Both head and feet probably reduce casting time further, but not as much as they should if they were uncapped.
The best fit I can see for this is a cap on casting time reduction from arts and arts gear.
25% fits and is a nice number, but above 50% FC this is indistinguishable from 22% or 23%.
Casting Time = Base Casting Time * (1-MAX(0.25, (Arts Reduction[10%] + Arts Gear[12~25%]))) * (1-MAX(0.8, FastCast))

Thank you for taking the time to conduct this test and using the same measurements that I suggested in my original approach. I couldn't think of a spell with a significantly large base casting time (and I wasn't aware if it was applied on the base casting time or post-FC adjustment. Thanks for clearing up!) but yes, Teleport spells are a great candidate. I didn't feel comfortable using it at first for fear of tainting the test with a spell outside of Scholar's toolkit. I thought that Cure/Firestorm was sufficiently isolating or differentiating, but that was not the case. (For better or worse, I'm always open to the idea that SE has codified something silly/ridiculous from an average gamer's perspective. We're playing a game after all, and there are many 'tricks' SE can implement to create 'difficulty' and nuance in FFXI).

Anyway, I think some folks saw the word "Claude" and "AI" and grabbed their pitchforks, instead of asking questions about how my test was formed. It's easy to judge someone for a technicality, because hindsight vision is 20/20.
I tried to explain in my original post that, two
friendly Scholars were discussing Fast Cast sets and feet armor came up as a point of contention. We couldn't answer which is 'better' due to many dated, historical assumptions and assertions that arose from that conversation specifically. Many of those questions had no clear answers or sources for their tests either. We were asking these questions to help constrain the test and answer the original question: Which feet armor is better in the Fast Cast set? Unfortunately, it only raised more questions:
Is grimoire casting time reduction -12% (GCTR) greater than FC+8%? (Yes) Could a rounding-error be involved here? (No).
The +3 feet say "Grimoire" but the +4 feet say "Arts" ...could the JP armor text be more accurate? Does that mean GCTR only applies to scholar spells only? (No).
Based on the terminology used, is Arts/Grimoire an obfuscation meant to hide the types of negatively-affected magic (Enhancing, Healing, Elemental, etc). Why? (Because we all know SE rarely gives us something good without also taking something away).
Discrepancies in the original Scholar AF descriptions (old wiki) implying that recast reduction came from AF feet, when recast reduction is actually a property of the activated Arts.
Discrepancies in bgwiki for Peda. Head+3 affects spells affected by Manifestation/Celerity/etc and other stratagems.
As you can see, without empirical sources, any test in FFXI can feel like re-inventing the wheel.

Because I have seen it posited before. Because they are separate/multiplicative terms, there is absolutely no amount of fast cast you can equip to overcome the penalty for casting opposite arts spells FYI.
I'm not very good at being concise. But, thank you Shadow, for saying this so succinctly and asking for arts-not-matching-the-spell as a follow-up. This was the foundation of our friendly-scholar disagreement and my reason for testing.

The reason you would be seeing close to 0.75 cast time on a 5 second spell with capped fast cast is because grimoire has a native 10% reduction built in, so with the acad loafers it is a total additive bonus of 23% (caps at 25%). 0.75s is very very close to the expected 0.78s.
Rec, thanks for conclusively sharing that Grimoire Casting Time reduction on AF feet and Relic head, has no negative consequences in this regard. I'll go ahead and use Acad. Loafers when Arts/Spell match and Peda. Loafers when they don't.
