It's not what he can or cant do legally. It's what he thinks he can do and what the senate and supreme court will ignore while he does it.
How can the senate and supreme court ignore him overriding the rules? I thought this was the whole reason people say America's political system is good, because he is kept in check by these.

Most of Trump's illegal moves don't even get to the Supreme Court intact, a district court stops them cold and he has to appeal and have less than a 50/50 chance at getting a favorable ruling, but most of the time he goes to the Supreme Court with his action on hold. But that takes a full year. He only has 7 months till the election, which he makes easier for his opposition everyday.
In this case, there is nothing he can do to force private businesses to reopen, just like he didn't close them. He can't stop the money, he cant stop my unemployment benefits, he can't stop my stimulus check, he can just lie on tv about the power he thinks he has. May 1st is going to come and go just like his 15 day plan, just like his Easter plan.
