As President, he has no authority to reopen the economy, just like he wasn't the one that shut the economy down. All he can do now is ask impolitely. But his full meltdown was hilarious. It's not what he can or cant do legally. It's what he thinks he can do and what the senate and supreme court will ignore while he does it.
