For your censorship question, establishing LABELS for people is first, second comes action against them.

Some close to 80 years ago, a group in power, started labeling a community of people who were different and held different ideas, and even made them wear specific ornaments to brand them in public. This was BEFORE rounding them up and moving them away, for their betterment of course...
