I didn't hear or read anything about that in the article you posted, or anything prior. But after reading it, all it seems they're doing is re-surfacing "trapped" ice. It's not like they're bombing it out of existence... at least that's not what their simulation suggests, anyway.
The whole "bomb the moon" is just for dramatic effect. lol You're right, though, in your summation.

In relation to a discovery India made fairly recently, I guess this is a way to confirm for sure. I think Ice/water on the moon have been something they strongly suspected, but never had the evidence to the degree of what India provided in Sept. -
