Possibly but it needs to work into some kind of weird dual wield setup to be profitable. Typically people will use Reiki Yotai for 7% DW on the waist along with Eabani Earring for 4% DW on the ear to hit the 11% required for reaching the minimum attack speed delay cap. If you replaced the earring with these gloves then you'd be 1% under the cap which has a potentially significant impact on DPS.

I could see some kind of setup working with the DW ambu cape if you choose to keep the dual wield on it set to 8% and use these gloves in conjunction. That would also free your waist and ear slots up for whatever DD purposes you need. You'll be losing 10% Double Attack or 10 StoreTP from the cape so it'll have to be some pretty major pieces to make it worthwhile.

Also if you are fighting stuff without capped haste then these gloves are great. Seems unlikely for a bard.

It's not that significant. Also, you can drop Reiki Yotai and replace it with Gerdr Belt+1 and keep the Eabani. Still puts you at 11% DW and you can sport your fancy hands

NQ Gerdr + those hands + suppa is 11 DW right on the nose actually. Leaves second ear and back open. I may just roll with that!

Less WSD than Relic, but add Acc/Atk:

+11 acc is pretty negligible nowadays.

RNG has WSD legs, so I'd say no. But for Stacked Rudra's storm those are unbeatable except for perhaps by an even luckier DM augment.
