No. Steps depend on physical accuracy.

Yes. +1 Step Accuracy is the same as +1 melee accuracy, except that it only works on steps.

Opinions on Choreia Earring, Byrth?
Useless, because you could just use another Accuracy earring and be off better. At worst, could use... Steelflash/Heartseeker, since you have them on you anyway. I guess.
Well... with that in mind, it's better to replace Maxixi Tiara +1 with Step Accuracy +15 but no regular acc at all by something like Maxixi Tiara +1 with 25 Acc or Taeon Chapeau with 10 Native + up to 25 Augmentable Accuracy, right?
Right. I pretty much just use my max accuracy gear (which probably isn't the absolute max, because I'm too cheap for a set of 10 DEX, 25 Accuracy Taeon) for Steps.
