Context (mild rant but informative) -
Those are not specifically the "Best in Slot Bard TP Sets". They're computer-generated sets that factor a set of pre-defined buffs vs a very specific target enemy, prioritizing speed-to-tp, and factoring in nothing else besides the 25%/50% -DT conditions. The results provided by the sim are simply numbers and it spits out what it "considers" to be -the- best possible set that achieves the fastest TP vs the target. They sometimes throw in some interesting/questionable gear choices, but that's because the program is trying to maintain optimal accuracy, -dt, and speed. It's no more of the "best" than asking a GPS to find the fastest route from Massachusetts to Texas ignoring every possible factor, and it draws a straight line and tells you to take a plane.
With that being said, the sets are a very good guide and baseline for what kind of sets BRD can make. You should look at sets like that and compare it to what you have, and then adjust accordingly. If you need more defense, magic evasion, dual wield, etc, if you are subbing dnc or war, do you have QA augment Chironic gear? High Ranked Nyame? Volte pieces? Ashera Harness? There are dozens of ways to gear a bard accordingly. "BIS TP Set" is a misnomer; it's all circumstantial and depends on situations. You have to build a set appropriate for the/most situation(s), there is not one set that rules them all.

Chironic - QA+2% (3% is possible), Accuracy. I also had a STP+9 Chironic Hose that was better* than Volte Tights.
I normally /DNC, so Haste Samba and 9% DW puts me exactly where I need to be with capped magical haste. Frees up the belt slot to use Sailfi+1, which I consider a way better belt vs a DW belt, since earrings are generally weaker comparably. Also allows me to use Null Shawl, which I consider better than JSE cape for pretty much everything.
When I need tankiness: Swap legs/feet for Nyame
When I need accuracy: In addition to the above, swap belt for Kentarch +1 > Olseni > Null Belts (in that order). Swap JSE neck for Null Loop (this might be questionable). Swap Moonlight to Chirich +1. If I still have accuracy issues, either sing a Madrigal, eat sushi, or drop TP Bonus offhand for Gleti's or Crepuscular Knife.
Some people prefer Volte Tights over Nyame Flanchard, but I haven't been lucky enough to get those yet.
TLDR - Several ways to build a set for BRD TP, but I don't think the term "BIS" refers to one set. It all kinda depends.
