Am I missing something, or are you guys farming based off of a note saying they would be added in the August update?
There's nothing in the actual update notes saying that they were added from what I can see, that's awfully optimistic.

Under Items section: Neck equipment that increases synthesis skills Add torques that increase the skill of woodworking, goldsmithing, clothcraft, and cooking they would of said if they postponed again. considering last update they said they were adding them this update and no other news saying they were pushed back again so its reasonable to assume they are out there.
