Criminals rarely have guns over here because if they get caught they won't get a gun charge tacked on, they also don't need to worry about normal citizens shooting them
Cops don't shoot unless they really have to so that is also less of a worry
In countries like Japan and the UK they don't even carry guns

The frequency is up due to the celebrity status it gives.

Small correction, but in the wake of the London Riots a few years ago the Government passed law allowing officers to carry firearms "during periods of heightened tension and/or unrest". This right has yet to be activated, but it's now in writing.

Personally I find a country that can have their Parliament dismantled at any time by their Monarch severely messed up.

Seems like it adds up to me.
What is this likely would have used explosives ***? Explosives worked out well at Columbine.
It is not like people go "oh I lost point and shoot so I better learn how to make bombs".
IMO It's a cultural thing. Guns have been an inherent part of American history. Our concept of guns are seen more as a tool of empowerment that can make a hero (or villain) of one's devotion or will. Unfortunately it works both ways when it comes to motives of a more nefarious nature.
But if we look at Japan for example, weapons in general are seen more as an internal force, that merely works as an extension of your body and mind. Which may explain why shootings aren't very common, yet stabbings are more prolific when it comes to crime.

Personally I find a country that can have their Parliament dismantled at any time by their Monarch severely messed up.

Much! The only time I've seen armed Police anywhere in the UK is when we had the London Tube bombings and all the major rail stations across the UK had armed police on patrol for a few weeks.

I think a good start to preventing massacres is media groups not making tragedy porn of these kind of events. One thing that seems to be a recurring element in these shootings is the assailant is someone that is at odds with their existence and perhaps through their living conditions or sheer lack of care, put their mental condition to that where they want to literally go down with a bang. Make their woes and story be heard throughout the nation; glorified or vindicated as twisted as that sounds. And in their own way, news casters do that over and over and over again.

So what? You have far more murders and gun crime in one of those cities than our entire country.
To really make heads or tails of that kind of data, you need to take crime rates of various degrees per capita. Chicago has been in the limelight recently over dozens of people being shot and killed over the course of a week; and yet because it's such an enormous city, it pales in comparison to the murder rate per capita of say Atlanta. In reality, Chicago doesn't have a gun problem; they have a gang problem.
