You can't do that! He would get in trouble! Bids have to be open when the project is in the public spectrum. If it's something residential, that's fine.
There's a ton of regulations because they need to give all parties a fair shot, and make sure it doesn't create a mini-construction monopoly in areas. That's why contractors have to duke it out.
Example: I mentioned HUBs earlier...Historically Underused Businesses. You have to have a minimum number of bids of minority and woman owned businesses for state jobs, or your *** is grass!
One of the funny things about HUBs though, is that most men will just list their wife as the head of the company so they can receive HUB status, and therefore, be offered more bidding opportunities.

company b = 152,000
company c = 158,400
