Make goals that work on improving and streamlining processes. Higher ups love that ***because it makes things more efficient, meaning they can give you more work!

I've done a lot of self-evaluation and I think this would make me feel much more at ease communicating with the programmers, and I think that would go a long way for helping me do my position most efficiently. Edit to reflect your edit: And it's not just communication with programmers that I think I should be working on. I need to find some way to communicate better with my boss. I've had some issues doing that, and while I don't think those issues were entirely my fault I'd still like to find some way to rectify them.

Whatever you do, remember to keep your goals simple, attainable, and measurable. The worst thing you can do is create a goal that you cannot measure your success in.
Just a couple of examples (I know this doesn't apply to your specific job, but it might spark some ideas): This is my actual job goal: *Calculate monthly commissions by payroll deadline with minimal recalculations. I have a deadline and my goal is to always make the deadline without having a bunch of errors. We can track how many times we have to recalc after submission. This is my create efficiencies goal: Increase efficiencies in monthly calculation process by reducing manual touches through identification and implementation of automated processes. I have a list of "manual" things I do each month during the calculation and have been working with the team to determine ways to automate them. I can cross them off the list when complete, so I can track how well I am doing with this one. Citag and I can now legally rent a car without a surcharge.
