I dunno, I think it's kinda something in between that eludes strict definiton.
It's a WS, which by itself it's something different from a JA (there's no cooldown for instance, but it requires a resource to be executed).
/ja command doesnt' work for WS
Yet Amnesia, which blocks abilities, also blocks WS.
So... I dunno, how do we wanna define them?
Furthermore if they were to adjust WS (which I would love!) they wouldn't just affect MNK but PUP as well, which leads me to believe they would have said so in their message, yet they purposedly chose to say they were fixing MNK abilities specifically.
Facts. People can say all day weaponskill is an ability but from the past update notes it seems anytime they did an update to weaponskills it says WEAPONSKILLS. When they mention abilities they usually mean JOB ABILITIES

It is way too early to get excited.
Remember, this is the team that said they would fix RDM with the spell Inundation.
There are so many things holding MNK back. Fundamental things like... No grip/off hand stats. Job point bonus gifts that actively harm the job. Passive traits, like Subtle Blow, that do nothing when taking into account the gear available. Poor weapon skills (DMG) with poor effects (Accuracy and Plague) with really horrible skill chain elements.
But at least they might give a reason for Chi Blast, Counterstance and Boost to exist. We will have to wait and see.
If MNK is on the way to becoming a viable option, that will make up for the last two months of no updates.
If the changes to MNK are disappointing, that would be three months of garbage provided to us by the Dev. Team. Winter is coming.

I've said for years they need to introduce "straps" for the offhand. There's really no way monk can compete with 30acc/attk 70hp 10dex modifier utu grip.

At the very least, we know BOOST will be getting an update. What that is, we will see. Maybe Boost won't wear off after any hits, and will just be stackable for a flat duration, and then resets.

Hundred Fists: reduced the overall attack speed cap from previously 5%? to 1%.
It isn't really hundred fists unless you're attacking 100x faster than "normal."

the only way I could see MNK being fixed by JA changes is like...
boost being 30-50% WSD (and doesn't wear off on melee hits)
or
change impetus to be 5min duration and a static atk/acc +50, crit rate/dmg +30 and have the body add some amount of acc/crit. that way you don't have to use a shitty body to get the crit damage. with the current way impetus is, you only have a 7.7% chance of reaching capped impetus since mnk's acc rate cap is only 95%, if they made it 99% you'd have a 60% chance of reaching the impetus cap but i would wager it's still worse than slightly nerfing the caps and just making it a static increase.
the thing about MNK is that it doesn't need to be on par with other dds, it just needs to be strong enough to be worthwhile to bring. subtle blow 2/penance/mantra are all really nice defensive tools for MNK that bring a lot to the table but it's just not worth it at all to bring when they're like 30% behind good DDs atm. if they closed the gap to like 5-10% i could see a mnk resurgence occurring

I don't think there is enough Orville Redenbacher popcorn to satiate the drama that would ensue - especially on Asura.
Aside from that all, good on them if they bring MNK back into the game, and rightfully so.
