Will be nice if they add the new(ish) abjuration stuff again since we actually know what all the augments are this time. I hated having to decide without all that info on the table for the Giveaway :p

Public sports, lottery, and toto (football pools) are held under special laws in order to increase the income of national and local governments, as well as to offer a form of entertainment for many people.
That includes JP MMOs. So of course they had to use a legal team to prove (loophole) the items to be of no further value than in game items that can't be sold for money [legally].
Do some basic research before you make a silly assumption next time.

They never banned it indeed. However, that is not to say they weren't (or was going to be) in violation of the "Kompu Gatcha" laws they wanted to put into effect There were even articles about this:

It happened just before Vanafest ironically, so they made sure to get clear out of the way as quickly as possible.

It was an "international issue", not a JP issue. If you recall, SE gave JP players a bonanza and gave NA/EU players something "similar" that was not at all equal to the JP bonanza. My point is that the reward for NA/EU players were not even marginally acceptable compared to the actual bonanza prizes.
Regardless, I am happy are bringing it back to NA/EU players and hope that it is the same prizes for everyone included.
