Confirmed that level 90 Empyreans or level 99 WoE weapons will unlock the respective WSs (after a heretofore unmentioned quest of some type). You don't need to finish your Empyreans after all! Do you think they will raise cap dmg of Atonement (925) for 99 Burtgang? God I hope so....
I have no idea what they'll do to RMEs, but I doubt that they'll get more unique bonuses (like WS damage+%, increased trait bonuses, higher hidden proc rates, etc.) SE is only updating these weapons grudgingly, so I suspect we're just going to get a carbon copy of the level 99 versions with higher base damage and Skill+.
It looks like we're going to be doing a fetch quest to take them past 99, though no more information than that is currently available. I checked the test server just now and there haven't been any .dat updates.

have to wait and see :( The question remains: Will it be better putting Rudra's Storm on Iziikoh. Or upgrading Twashtar to an ilvl rating?
It will likely be better to use Rudra's with Twashtar and offhand Izhiikoh. 1H jobs have it easy on that front, as Delve weapons are generally the best offhand and so their unique bonuses (like TA+2%) aren't lost when you stop using them mainhand.
First weapon I upgrade will obviously be Terpsichore.
