I'm by no means a math wiz when it comes to gear, but I was wondering what would be better, Cirque Necklace or Tiercel Necklace if my haste isn't capped.
Cirque necklace is -10 delay, and pup w/ martial arts traits at lv 99 is 320 delay.
so (320-310)/320= .03125 or about 3.125% increase in attack speed. iirc cirque's martial arts also doesn't reduce tp like standard martial arts effects do. So cirque wins by a good margin.
