I just went out and tested this, since I bought Arke Corazza for lockstyle earlier. It does exactly what the description says: it converts the damage you receive into TP. In layman's terms, "12% of the damage you receive is converted to TP (rounded down), and then added to your base TP value". This is additive with STP (which affects the amount of TP you get per being hit).
As an example, if you take 1000 damage with Arke body equipped, you would gain 120 TP exclusively from the body alone, in addition to whatever STP you have equipped at the time you get hit, plus your base value of TP Received. So at minimum 141 TP.
Test:
IMO it's kinda worse as a stat than simply adding STP, because you need to take lots of damage to benefit from it. The Arke set does have -DT, so you can take the hits. The Ratri Breastplate is DT+14%, but for DRK, that's kind of okay since they have high HP pool and are a high-risk, high-reward job (see Scarlet Delirium). The Regal Gloves are similar to Ratri Breastplate too. So if you know you're getting healed and can afford to take additional damage and are idling against something (Aminon, for example), throw the pieces on.
