You could do that, I've thought about it before. It isn't the safest thing to do with pugs though. Here's me attempting to do some basic math and probably failing:
17.2% from Victory March with +3, 25% Equip haste, 25% JA haste from LR. That's 67.2% Haste of 80%, can be easily attained with either: Haste spell, Advancing March, Embrava, Soul Voice, or possibly Marcato?
With Haste Spell: 67.2+15=82.2% can lose 2% Haste
With Advancing March (+3): 67.2+11=78.2% not capped
With Advancing March (+3) and Haste: 93.2% can lose 13% haste
I'm not really sure what to do in VW pugs honestly, in a LS where you can be sure of your buffs you can drop tons of haste. As far as what I do (mainly shout pug VW, Pil, Qilin, stuff like that) I can only really guarantee having Victory March. Getting mages to cast haste is like pulling teeth and I'm not sure about Brd songs because with Marcato up Marchx2 is wasted, but with Marcato down Marchx2 is great. Instructing pug bards to do one set of songs for Marcato and one set of songs for non Marcato sounds like it would probably backfire at least to me.
