for the most part i will watch with dubs if available. though i have no real issue with subs... usually. something like hellsing, baccano, cowboy bebob i can absolutely not watch in Japanese. like many have said, things with a Japanese setting i usually prefer in subs, though some things with upbeat comedy (lucky star) or extreme emotional scenes (clannad) i prefer English to get the full effect.
i have heard some crappy dubs before, but for the most part i think people go overboard in saying how bad dubs are in general. imo, i think they just think the Japanese is better simply cause... they don't understand it so they feel more like they are reading a book and can fill it in themselves. a lot of shows that get a bad rep with dubs (elfen lied) people will say the sub is so much better. but going off that same example, elfen lied gets a pretty bad rep for the Japanese voices as well.
EDIT for extra note on hellsing. hear a lot of people say the dub is terrible. idk why but that really bugs me >.> why? is it more normal for an irish guy to speak japanese with no irish accent? same for english, german, and italian people...
