Where does this drop in game? Or is it a strictly only mog win rank 2 item? Would be strange if it's the only item in the mog bonanza not obtainable in game otherwise is all.

Also someone reported that the .dat file for this says it will fully complete the alex stage of mythic regardless of how many you owe, im not sure if i believe this but would be nice to have more information on these items.

It's a bonanza thing only. It should complete the alex stage like info says since the people who mined it generally are good at it.
