In the close to three years this site has been in operation, I have personally banned a grand total of... (Drumroll please.) ...three people. That's it. On the way out, one accused me of being a godless, depraved left-wing communist sheep, the other claimed I was a mouth-breathing right-wing fundamentalist nazi, and the third was bored enough to manually spam the word "***!" on close to 150 different item pages before I nuked his account. I take that as a sign that we're doing a fairly good job. But seriously, despite what people may think, I really don't like to ban people. wow...only 3? I used to ban about 1 every day when I was an admin on a v-bulletine board.

I've known some of the best moderators at keeping flame wars at bay never banned anyone. They deleted threads and posts, and that was generally enough.
