Actually in the Japanese anime it was pronounced Hariberu (hah-lee-beh-lu). I'm fairly sure it was always meant to be Halibel, much like Chad is pronounced Chado in the Japanese version. Although in the Japanese version it's more of a play on the first character of his name which can be pronounced either Cha or Sa (his japanese name is actually Sado Yasutora). In the Japanese anime, everyone BUT Ichigo calls him Sado (Ichigo calling him Chado because he misread the first character and never changed the way he said it). The irony of course being that Sado is actually his surname, his given name being Yasutora. So when they call him Chad in the english anime, they're actually calling him by his surname rather than his given name.
