No telling where she is at any given time, or when she's drunk and driving, I don't really ever talk to her... Not like they're going to arrest her or something just because I say I've seen her drinking and driving, they have to catch her in the act. Houston is a very big place, the only way I'd be able to report her is if I knew exactly what kinda car she was driving and exactly where she was driving at the time.
EDIT: You'd think she learned a lesson about drinking and driving, my aunt (her sister) is serving a 15 year prison sentence for drinking and driving and crashing into a family. My family is full of drunken drivers =/ I'm like the only one who won't drive when I'm drunk.. I don't have my license anyways, but I wouldn't do it.. I've seen what happens first hand over and over by looking at my own family. My uncle is also in prison for his 5th DUI, his 5th DUI happened while he was still on parole for his fourth, too.
