What incentive is there to capture areas if this is the kind of exp you get from hitting a fort? Why did they not fix this?

When they gave us good exp for it it just ended up with 50 some odd lv 30-60s afking on the fort. So rather then make the fort spawn mobs or something logical they gimped the exp off it.

There lazy is why, but if asked their answer would no doubt be PS2 limitations.
