since i don't know which operating system we talking:
sketchbookpro is pretty decent and free, they have a version for PC and android, not sure about IOS.
ibs paint is OKish and free with limitations for android and IOS i believe same goes for infinity painter for android.
i also hear a lot of good stuff about procrate for IOS but it's not free.
affinity photo and gimp are also free alternatives for PC.
paint tool sai and krita have been mentioned befor, they are supposed to be good for linework stuff but, sai might be free
but krita probably isn't.
and of course photoshop CS5 or better CS6 or the subscription based one but they are pricy and overkill for just starting out.
if you're looking for traditional media emulation (those need a faster PC to run well):
look into corel painter it's decent at its job but bug riddled and pricy on their website. humble bundle currently has the "create with visual impact" bundle where you can get last years 2021 version for like 1/10 of the usual price and a lot of papers and extra brushes.
rebelle 4 is pretty good at watercolor and oils emulation, i've also seen humble bundles for rebelle 3 befor which already had decent watercolors but weakers oils/acrylics than 4 so if your interested in it it's worth checking humble bundle every now and then.
artrage is also good in oil emulation.
