You need to submit something to eBay about receiving damaged goods, or receiving something that wasn't "as advertised".
Generally, if you look through the protection clauses found on eBay, the seller agrees that they are responsible for the condition or quality of what they are selling/representing. You can also post a review about the merchandise you purchased on the seller's page and the condition it was received in. Then you would wait for some kind of response from the seller, though USPS would also be partially responsible.

I know I can do that, but I think the seller gets a chargeback, and I would have to return the figure, which is broken, so he loses out bigtime. I'm just giving the seller and USPS a chance to fix this before going through eBay to fix it. It's probably easily fixable, but I also didn't spend almost 200$ shipped to get a broken figure, either.
