Pretty sure that doesn't apply to everything (it might to BHPH I am not sure). Payday loan companies are still doing crazy ***like 500% or higher.

As long as it's less than 3 months (or expected to be less than 3 months, per the terms of the notes), it's currently unregulated.

This is a couple years old, but from what I have heard the CFPB hasn't had a lot of luck regulating Payday Loans because of legaleze.

They take out payday loans because they have to and then many of them get caught in a loop where they take out loans > repay > take out a new loan to repay and it never ends because they have to pay so much more all the time

The thing is that Paul Sheldon is a CHARACTER in the Stephen King novel Misery. In the book Paul Sheldon writes a series of not-actually-existant Misery novels.
Seeing this version it is a little more clear that it is scripted, apparently she is playing a part of a character in the Stephen King novel.
Facebook has a shorter version that just shows the freakout.

Their very existence is predatory in nature. They really shouldn't even be a thing. People depending upon them is pretty bad, and most of the time if you do, it's because ***'s going wrong in your life -- by your own fault or someone else's is almost irrelevant -- and the last thing you need is someone looking to make ***even worse for you to make a quick buck.

There needs to be a better method to this, and no, I'm not going to say the government needs to be involved. They will more than likely screw it up even further.
