If it's something desktop related, I can see why the teacher would say that. It's outside the scope of the class, but also there just isn't much value in hotswap drives on a client PC.
All depends on the purpose of the PC, but I know what you mean.
As far as I'm concerned most end user PCs (in a business environment anyway) should be effective thin clients with network booting. With citrix based apps and the like, there's little reason for most users to have local storage.
But it all depends on how the system is set up entirely, if poorly done it would make for one awful experience.
