Well yeah, but the whole point of that was that you were still
choosing what they did, but didn't have to input it every single time. It's not like it did all the planning for you or anything; you still had to know how to play.
And there was still the occasional enemy that could throw your gambit-plan out of the window with a particularly nasty/well-timed attack.

"Kill it before it instakills us" is not an actual strategy, and tends to require hammering ((auto)attack of your choice) as fast as the ATB system allows.
Yehhhh no I don't think that strategy would take down mobs that need you to react quickly and raise buffs. FF4 the lunar mobs are a great example in the final area, the dragons for instance with the very powerful attacks that can render you senseless if you don't enfeeble them very quickly and use the characters abilities to manage attacks. Marlboro are another excellent example, conveniently cut from FF13, those mofos are the biggest pain in the *** of any mob to grace FF.
Buffing/debuffing is not a strategy; it's basic preparation, and is required for most endgame battles in every FF game. It's not unique to the older games, regardless of what your nostalgia may have you believe.
And Malboro are only ever difficult if you're so stupidly unprepared that it'd be surprising that you even got far enough to encounter them. While they may not be in the game, there are still enemies that abuse status effects to equal or greater effect.
Not a strategy? So you randomly buff/debuff with no purpose or goal in mind? Now you're grasping at straws. Also, it's impossible in many Malboro appearances to be fully prepared against their attacks as they cover so many status effects you just don't have the means of defending against all of them until more powerful items/abilities become available endgame.
Basically the intellectual input required for FF13 is significantly lower than previous editions.
No, you buff/debuff as basic preparation for a fight. It's common sense, and is used regardless of what you're fighting (unless it's so weak that it doesn't require buff/debuff, in which case it won't require a strategy, either).
You don't prepare against all it's status effects;
you prepare for the ones that will most drastically affect your characters (silence on mages, disable on melee, etc) and just deal with the rest by removing them with your dedicated healer. And Malboros rarely appear until the last 1/3~1/4 of the game anyway, at which point you should have more than enough status-protecting gear to adequately prepare for them.
