Mundo was never ***, it's cause they changed the jungle so it's easy mode now so you don't need runes, masteries to do it. So with mundo's aoe and and masochism he clears jungles quick as hell. Mundo top lane was always awesome to begin with, just people played him more cause of his ability to jungle so they found out more ***about him.
People working on champions are not the same as the people working on new maps/game modes. So basically, releasing new champions every 2 weeks do not affect at all the production of new game modes.
My bet is that they don't have a lot of people working on new map/modes because they do not make any money with that. Money = champions/skins so they have more people working to pump those.
New champions is not balance, true, but except a few exceptions there wasn't many overpowered champions (The ones I remember are release Vlad, Vayne and Graves).
Competitive play is all about countering champions and it's a good thing imo. (Countering doesn't even mean you win the game either, just better odds)
And for mundo, he was not viable in competitive play before they buffed his W and R a little bit. Halving the HP cost on W made a huge difference.
