I play an extremely passive ranged AD until I get my core items so unless i'm laning against a cait or a kog i normally don't need lots of lifesteal, and if its that big of a problem a vamp scepter will normally be enough

If you are fed, you'll end up selling wriggles at about 50 minutes in a game, most games end in 25 minutes. XD
or you can never get one and not have to sell it?

Little know fact: taric and sorakas armor stacks with wriggles ;)
You also use the "I buy IE and boots first b" Which as I have said and keep saying I have said: do that.
As for stupid? What happens when the other team is way to aggressive and is choking you out of creeps? Just stand back and let them creep, hoping your jungle can save you? or that they fail and take turret hits? Like I said, don't expect them to fail.
Wriggles is awesome because its a comeback item. If you are loosing lane and don't get enough for a BF until around 15 minutes, getting the BF sword will very likely make it worse as that late the 45 dmg is maybe adding a 35-50% dmg but no survivability. The other team has supports usually also and that can really mess you up when they have 30 from wriggles and 40 or 45 (cant remember) from soraka.

Alright, so I need some advice. I really love my build for Poppy, but it has a major flaw in it: it costs way too much to get rolling. If I get fed, it's fine, if I don't, I suffer badly. Usually, I'll get more kills than deaths regardless, or at the very worst go 1:1 (Usually when my team sucks and I have to focus the person most fed to try and cancel them out.).
I usually start with +200 mana crystal and 2 health potions, and then rush Sheen. From Sheen I get +2 boots, and then rush Triforce as best I can. Triforce gives Poppy a huge burst, and particularly the Boost from Sheen gives Devastating Blow a huge damage upgrade (Triforce makes it better), which is why it takes priority. After Triforce is finished, I rush Phantom Dancer, and that's my core build. It costs around 8000g to get the core built.
After that, I grab two Vampire scepters and build into 1 Bloodthirster, Nashor's Tooth, sell the 2nd scepter, and fill the last spot with whatever the situation calls for. Another PD, Infinity Edge, or a second Bloodthirster.
The last three items are fine. They happen when they happen. The core is what takes too long. It changes Poppy's entire dynamic.

the armor may stack but you should get something better as an item

should always go tri force, get some cdr boots, phantom dancer shouldnt be part of your core build if anything it should be more of a last item. should go Sheen > t1 boots > Tri force > CDR boots > IE > BT > PD > then either another pd or bt.

I'll give flat AD Poppy a try sometime, but I've found that AS does the most good, for the core. AD helps later on.
As far as boots go, I prefer Nashor's Tooth because, when paired with blue buff, it caps Devastating Blow at 2.4 seconds. EDIT: Nashor's also helps with MP sustain, since Poppy has to town every time she's out of MP.
Also, I think I answered my own question in writing it all out. I'm going to try: Sheen -> Boots -> PD -> Triforce. See if that evens out the early game at all.

I treat CDR like FFXI Haste and try to keep it capped on spammy champs.
For example, on PantheonSpeareon, I got Boots+Pots -> Brutalizer -> Boots of Lucidity and then a Mallet+Atma's or B.F. Sword into Cleaver or BT, leaving the Youmuu's upgrade for later or last because the extra Arpen and active doesn't benefit over raw AD until late-game when up against much higher armor and pushing towers down.
If I'm building Nashor's on an AP-but-autoattacks Champ (Kayle, Taric) it's the same deal. I build Stinger early and take Boots of Lucidity, then later when I pick up the Codex half or finish Nashor outright I take the practically free (100g) upgrade to Tabi or put in just a little more for Merc Treads (450g, but I tend to have grabbed a mantle already) depending on Armor/MRes/Tenacity needs. Moonflair+Tabi is a beautiful combo when up against AD pain-in-the-*** champs like Irelia.

Well there's no real point arguing with you outside of boredom, but I agree the meta is no absolute and doesn't guarantee you a win.
The meta changes with the updates and "balances", that's what make this game amazing.
Nobody is saying that your way of playing is "wrong", you obviously win using your method and that's great. You don't have to use the meta, I don't play the meta unless it's a ranked game.
The meta is all about that ~5% more chances of winning your lane while using it.
I mean, I play a lot AP Yi and Solo top Amumu .... I win over 50% of my lanes using those, it's really fun options. Sadly, it works mostly because it's non-ranked games.

my normal taric build is
faerie charm -> philo stone -> t1 boots -> HoG -> Aegis -> Merc Treads -> Reverie/Locket/Omen -> which of the 2 gold items i didnt use i'll upgrade -> a 5th item like locket omen or reverie if i dont have it or a zeke's with the 6th spot filled with wards

why a nashor's on taric... Usually because my carry has gotten themselves murdered three times by the point I decide to go Grenade Taric and I've wound up with half their farm.
So it's Nashor's+Tabi+Moonflair+Lichbane Flash>Shatter>Ult>PimpHammer time.
If you're dumping a fail carry's farm that would have been damage into tankiness you're being useless.
