Hmm, maybe I'm mistaken, but I thought anything past 11% (499 skill) is just rounded down to 11% until it breaks 12% (which currently isn't possible)? I'm sort of a BRD noob though and judging by what you guys are saying I'm guessing I'm wrong and the decimals stay in effect as well? Yeah as far as I'm aware, like how you need 26% Haste gear since you're missing a small fraction etc.
I've read that for debuffs you want 500/100(Skill/CHR). It might've been 120 CHR but I can't remember. I've also been told that after 400Skill, Skill becomes .5 M.ACC so CHR heavy items will probably win over skill if that is true. I'd use Jester's over Astute for debuffing and of course Astute for buffing. I hope this helps.
