Must not be an issue if it hasn't been addressed to. It's no different than PLs. Someone can have every job at 75, he/she can still have no idea how to play this game. If someone wants to burn levels, sure, let 'em have it; but in most cases, he/she won't be as experienced. The way I see it, their loss.
