Anyone know how you would go about setting up a HUD like this for toggles in gearswap?

Technically,JobDisplay could handle displaying that but that's less than what you're looking for. If you're looking into the "how to" perhaps examine the BluGuide addon. That has an interactive interface if you're willing to reverse engineer.
