It hasn't been proven anywhere that I know of, but you do get decreasing returns from skill > acc/att for melee jobs as your skill goes up, I would assume it is the same or similar for bard. It's highly unlikely that it is a static 0.9, because ~450 macc from skill alone is not plausible given the degree of resists bards can get. There is no "cap" for Chr where xtra chr becomes useless. I might be missing something here, but if skill is giving 0.5 macc, and chr is giving 0.5 macc surely it would be better to use the piece that gives you the overall better Macc.
